On December 11, 2019, The League of Women Voter hosted a Candidate Forum for the Board of Directors Election of the Palos Verdes Homes Association (PVHA). All six candidates participated in this two hour gathering in PVE City Council Chambers. The questions were selected by the LWV from ones submitted by attendees at the event. Question #1 -- Living Experience in Palos Verdes
Can each candidate describe their living experience in Palos Verdes? When did you move here? What neighborhood do you live in? Based on your tenure and the neighborhood you live in, what will you do to represent all property owners?
Question #2 -- Lowering the Quorum
How important is lowering the quorum from 50% to 35% and why?
Question #3 -- Miraleste Representation
Since no director candidate is from Miraleste, how would you assure that Miraleste homeowners’ issues would be adequately presented and considered with a PVE exclusive Board?
Question #4 -- Areas of Initial Focus
What are your top areas of initial focus should you become a director?
Question #5 -- Enforcement of Encroachments
Do you believe property owners should have to give up land they have encroached on, improving it with structures or landscaping unwittingly and innocently?

What is your position on metal, tin, black tile roofs?

If the PVHA will not regulate tree disputes, what should happen when they occur in terms of the process?
Question #8 -- Conversion of Parkland into Parking Lot
Malaga Cove Plaza landlords complain that the City-owned parking lot is too small. Some have lost tenants because of this, and customers, residents and employees complain also. Some have suggested that City Parkland near the plaza could be converted into extra parking. Does PVHA have a role to play in terms of converting parkland to different purposes. Is converting parkland to a parking lot a logical thing to do in this instance?
Question #9 -- California Mandate for Accessory Dwelling Units
The State of California have mandated new laws for building accessory dwelling units, and these laws override City zoning restrictions and PVHA regulations. How do you address these new laws?
Question #10 -- Maintenance and Access to Trails in Parklands
Some feel that parkland trails need to be better maintained, or even expanded. Others don’t like seeing people walking on the trails and advocate for less or only limited is any the public access to parklands. What role do you see PVHA playing when it comes to access to and the maintenance of trails and parklands?
Question #11 -- How Replenish Financial Reserves
Lawsuits spent $800,000, financial reserves are low, plan fees are slowing. How would you fix the PVHA revenue problem?
